PTV Multimedia Production Project Guidelines - FY11
Legislative Overview
Funding is available for qualified Ohio Public Television Stations to support Technical and Instructional Development.
In fiscal year FY11 up to $658,099 is to be allocated equally among the 12 eligible Ohio Public Television Stations.
The legislation further states that with the advice and approval of eTech Ohio, funds shall be used for the production of interactive instructional programming series with priority given to resources aligned with the state academic content standards, in consultation with the Ohio Department of Education.
Additionally, the programming shall be targeted to the needs of the poorest two hundred school districts as determined by the district’s average per pupil valuation as defined in section 3317.0213 of the Ohio Revised Code as that section existed prior to June 30, 2005.
FY11 PTV Multimedia Production Project Requirements
For the past two fiscal years (FY09 and FY10), consultation with the Ohio Department of Education has led to a focus on the STEM (Science, Technology, Engineering and Mathematics) subjects of math and science in grades 3-8. In FY11, eTech Ohio intends to broaden its focus on STEM with STEM Careers, engineering and technology, as well as the science and mathematics topics. Content from prior year’s projects can assist with remedial learning. STEM is a strong initiative in Ohio which promotes and supports the creation and nurturing of creative students who are problem solvers, innovators, inventors, logical thinkers, and strong communicators.
In collaboration with the Ohio Department of Education, science and mathematics academic content standards which are challenging for Ohio’s students will be identified in the FY11 Benchmark Topic Selection as a requirement within the opportunity. In addition, STEM careers will be explored to inform and prepare students of the opportunities available to them via Ohio’s public higher education institutions. From the identified math and science areas, applicants will select academic benchmarks and/or career areas. Applicants will select a total of three topics that may be a combination of identified benchmarks, or their choice of STEM careers. If an applicant holds two station licenses, the applicant will be required to select a total of six topics that may be a combination of identified benchmarks or their choice of STEM careers. Prior to formal application, the applicant will contact eTech Ohio’s identified Program Administrator to verify their selected content benchmarks and STEM career areas to avoid duplication of content. Upon approval, the applicant can proceed with the formal application process. Topic approval will be on a first-come, first-served basis.
Recipients will create one video support module per benchmark or career area selected.
Credits: station identification and any branding in the videos should be placed at the end of the video, though a quick logo (no more than 5 seconds) at the beginning of the video for identification purposes is allowable. eTech Ohio and the State of Ohio must recognized as the project funding source.
1. For math and/or science modules, each support module will consist of three elements.
- A three to eight minute video, depending on the complexity of the topic, which frames the concept or problem for the content area. A short introduction should act as a “commercial” or “hook” engaging the student and generating an interest in the concept or problem.
- A supporting instructional professional development video which illustrates how the concept or problem may be taught. Videos should be inquiry-based, setting up a situation and asking students to solve a problem.
- An assessment tool that determines the students’ level of comprehension of the video content in PDF format.
2. For career modules, each support module will consist of three elements.
- A three to eight minute video, which details a career in Science, Technology, Engineering and/or Mathematics with one (or more) interviews of a professional in the given career field. A short introduction should act as a “commercial” or “hook” engaging the student and generating an interest in the field. These videos should include information such as education required for the career field (K-20), higher education pathways for the given field within the University System of Ohio (public higher education), how the professional is actually utilizing what he or she learned in school for their current job duties, what the professional does and does not like about his or her job, as well as a job market outlook.
- A supporting instructional professional development video which illustrates how pre- or post-viewing discussions can be facilitated to engage students and encourage both individual reflection on future coursework needs, as well as, encouraging further investigation of career pathways.
- An assessment tool that determines the students’ level of interest and understanding of the video content in PDF format.
- development of resources supporting engineering, technology and/or career education and preparation concepts
- video/ audio production
- equipment necessary and directly related to the use of the multimedia projects
- travel expenses and reasonable miscellaneous expenses
- salaries and benefits (up to the 25% limit)
- supplies such as videotape, DVD and CD stock
- costs associated with submission of content into regional or national contests
- Equipment and capital expenditures not directly related to the grant project such as office furniture and equipment, building leases, general maintenance and repair and utilities

- FY11 Application and Assurances Form due September 10, 2010
The FY11 application consists of a brief introduction, instructions for submission, an online Assurances form, a checklist and a place to upload your narrative and proposed budget. You are required to check off each of the items in the checklist to indicate that your proposal includes each component. The narrative and budget can be in any convenient electronic format and should be uploaded as one document. If you have more than one project for your FY11 PTV Multimedia Production Project application, please upload it as one single document.
- FY11 Final Narrative due July 16, 2011 The final narrative report should support the goals and objectives in your application. Be sure to indicate how you have met the goals of the project by utilizing the evaluation procedures set forth in your application.
- FY11 Final (online) Financial Report due July 16, 2011
The Financial Report is a final budget that you complete online. Simply fill in your project costs in the appropriate categories. This is submitted online and needs to be reviewed and approved prior to the Station Multimedia Contact downloading the FER.
- FY11 Final Expenditure Report (FER) due July 23, 2011
After the Financial Report is approved, you may download the FER. It is auto-populated with the information that you submitted in your Financial Report. The Station Multimedia Contact and General Manager need to sign this and return it to eTech Ohio via U.S. Mail. By submitting the FER, the station certifies that the PTV Multimedia Production Project funds have been spent according to the FY11 PTV Multimedia Production Project Guidelines.
- FY11 Final Deliverables All funds are required to be encumbered by June 30, 2011. Final deliverables are due no later than September 30, 2011.

Components of the project may be made available in a variety of formats to Ohio's public K-12 schools. Components will be available through Ohio's D3A2 collaborative project, Ohio on iTunes U, affiliate and state agency web sites, and made available on DVD/Video formats, as necessary. All resources should be aligned to the Ohio Department of Education Academic Content Standards. Content providers should prepare a D3A2 Metadata Profile for each resource to be submitted in the D3A2 Resource Exchange. Metadata profile details can be found on the D3A2 website at www.d3a2.org
Additionally, all video and audio resources developed will be formatted according to specifications outlined by Apple iTunes U. Details can be found at www.etech.ohio.gov/ohioonitunesu/ohioonitunesu.dot under the “How to contribute” link. Forms and video will be submitted to the Program Administrator upon completion of the project.
All deliverables produced and/or distributed as a result of this funding shall be owned by the State of Ohio in perpetuity and made available statewide and such ownership rights shall in no way be limited by this application or assurances. All deliverables shall be free of any copyright restrictions or limitations and have unlimited rights for distribution.
Deliverables generated by the PTV Multimedia Production Projects will have an eTech Ohio logo displayed on any print or video components of the project. Contact the Program Administrator for a copy of this logo.
Permissible Use of Funds
To ensure appropriate use of the funds provided by eTech Ohio, please adhere to the following guidelines for the use of FY11 PTV Multimedia Production Project funds. Funded entities are encouraged to refer to information provided on the PTV Multimedia Production Project website at http://www.etech.ohio.gov/go/ptvmultimediaprojcectsfy11.
Funding obtained through these PTV Multimedia Production Projects is intended to be used specifically for the production, distribution and professional development associated with approved multimedia projects.
Prohibited Use of Funds
Contact the Program Administrator at eTech Ohio, if you have any questions about what is and is not a permissible use of these funds.
Application Funding and Approval Process
An online Assurances Form will need to be completed as part of the PTV Multimedia Production Project application has been reviewed and approved, eTech Ohio will award the first quarterly payment to the station upon approval of its application. The remaining quarterly payments will then be disbursed on or around October 1, 2010; January 1, 2011; and April 1, 2011.
Deadlines for FY11 Multimedia Projects
Your application components can be accessed at www.etech.ohio.gov, through the “Current Opportunities” link initially, then at: www.etech.ohio.gov/go/myapplications after the application has been started.
Quarterly payments will begin after the FY11 application is reviewed and approved. Additionally, FY10 project conclusion requirements must have been met. These conclusion requirements include the online final financial report, a final narrative report, and the signed.
