Frequently Asked Questions

1.  In the needs assessment section of the CCIP, where do I find the information necessary in the BETA survey?

1. In the needs assessment section of the CCIP, where do I find the information necessary in the BETA survey?     Top
You should be able to obtain all of the information for the needs assessment from Biennial Educational Technology Assessment (BETA) http://www.etech.ohio.gov/go/beta
  • Percentage of teachers who use technology to support standards-based instruction - see question 16 of teacher survey.
  • There is a need for technology integration training for our teachers. Section III of the teacher survey has a listing of teachers who checked they needed professional development in these areas - see questions 21-32.
  • District and building has high speed network connectivity - see building survey it has this information.
  • There is a need to increase student technology literacy in our building - see teacher survey, section I of student computer use
2. How should my district align our building plans with EETT funds?     Top
Start with your district technology plan to determine which direction your district is moving towards. Next, look at the EETT project as a resource to meet your building's needs and strategies.

Yes. This is correct.
4. When I go to the CCIP, my district's unsuccessful EETT grant application is still there. Should we delete the information that is there to enter the new grant information?     Top
You may be looking at last year's grant application. Be sure you have selected the 2007 competitive grant year. The application should be blank, and you shouldn't need to delete any information.
5. What does LEA stand for?     Top
LEA is an acronym for Local Education Agency. This is a reference to your local school district.
6. How do we know if we are eligible for this funding?     Top
The eligibility list has been posted on the eTech Ohio webpage and the ODE CCIP page in the documents library for the Title II-D competitive grants project. Only those schools listed on the eligibility list may apply for this funding.
7. How did the schools qualify for the new grant list?     Top
Eligibility for the 2007-2008 EETT grant was based upon the criterion listed in the RFP located on the EETT program webpage at www.etech.ohio.gov/programs/eett. If a building did not meet the criteria listed, then they were not eligible. The fact that a building was eligible last year does not guarantee that they would be this year as well.
8. Can buildings apply if they have not submitted a technology plan?     Top
No. All applicants must have an approved technology plan prior to the application deadline date (April 27, 2007) in order to apply.
9. Explain what is meant by funds not being guaranteed for year two? Does that mean for those starting out this year do not have guaranteed funds?     Top
Question 1 - The first question deals with funds not being guaranteed. As with the last year's grant, these are federal grants, and they are subject to change. These changes are provided to us on a year-to-year basis. As such, the funding is not guaranteed.

Question 2 - There may a change in the direction from the state as far as how the grant is administered, and as such, the funds or funding levels may not be guaranteed for year 2. As stated in the RFP, year 2 funding is contingent on those factors, as well as other factors.

10. Some Public Schools may be involved in a staff reduction because of a budget crisis. Does that mean that the amount published for the school may be reduced?     Top
We are aware of staff reductions and situations that are occurring. Relative to the allocations, the building allocations are set. Those, again, are based upon the 2005-2006 Full Time Equivalent (FTE) count. Based upon those counts, the allocations were locked in at that number. You will not be in jeopardy of losing dollars in a staff reduction. However, in the event that there are buildings that close or changes of that nature, we cannot award funds to buildings that do not exist. That is something that needs to be dealt with at the district level prior to applying for the grant.
11. Regarding the 25% that is set aside for professional development (PD). If more than one school in a district is a recipient of the grant, can a portion of the funds from the various buildings be put together to support a full time trainer?     Top
Yes. You can use the funds in that way. However, each awarded building is still mandated to meet that 25% mandate. For example, if each building subtracted 5% to cover the cost of the trainer. Each building would still be required to utilize 20% of their building funds for a PD total of 25%.
12. How do we apply for the opportunity to be granted additional money for our EETT grant?     Top
Please visit www.etech.ohio.gov/programs/eett. There you will find the continuation grant guidance document. This document is needed to respond to the opportunity in the CCIP.
13. If we do not have private schools within the boundary lines of our school district, are we required to involve a private school in our EETT project?     Top
If private (or non-public) schools do not exist in your school district, you are exempt from this requirement. Simply submit Appendix C with your district/building information completed and state "NA" in the Partner School section.
14. Please clarify the Scientific Based Research (SBR) component of project.     Top
Because there is a plethora of research based teaching and learning strategies that have been proven successful, consider what your district's beliefs are in terms of teaching and learning, and which SBR supports your beliefs. We will be providing additional resources to assist in understanding how to conduct experimental projects.
15. Can I attend the Vendor Information Session (VIS)? If so, how do I register?     Top
Only new eligible buildings are permitted to attend the VIS. Registration for VIS occurred February 12 - February 27, 2007. To register, please visit http://www.etech.ohio.gov/go/eett.

You will need to create a Hall Pass account. An email confirmation will verify your account and then you will be able to register for the VIS at www.etech.ohio.gov/go/eett. Registration will be open from February 12, 2007 - February 27, 2007 at 5:00 pm EST. Registration is now closed. The VIS was held March 5 thru March 9.

16. What are the goals of EETT?     Top
There are three main goals of EETT:

  1. Improve student academic achievement through the use of technology in schools;
  2. Students will be technology literate by the end of the eighth grade; and
  3. Effective integration of technology with teacher training and curriculum development to establish successful research-based, instructional methods.
17. What are the different types of EETT competitive grants?     Top
There are two different types of EETT competitive grants. The first grant is a continuation grant and the second grant is a new grant.
18. Is my building eligible to apply for an EETT competitive grant?     Top
If your building received an EETT competitive grant during 2006-2007, then your building is eligible to receive and EETT competitive continuation grant.

Buildings eligible to apply for an EETT new grant are listed on the eTech Ohio website, http://www.etech.ohio.gov/go/eett. In order for a building to be eligible to apply, all of the following criteria must be met: Title I status, Report Card Status (Academic Emergency/Academic Watch in grades 4 and 6 for mathematics and English/language arts) and technology capacity.

19. What do I have to submit in order to apply for the new or continuation grant?     Top
Continuation Buildings: Must submit a letter of intent by Friday, March 30, 2007, at 11:30 am EST to the eTech Ohio office. Specifics are outlined in the RFP. In addition, the Commitment and Support Signature Page and Federal Assurances Page must be received by eTech Ohio by Friday, April 27, 2007, at 5:00 pm. EST. Finally, the application for EETT must be submitted through ODE's Comprehensive Continuous Improvement Plan (CCIP) funding application by Friday, April 27, 2007, at 5:00 pm EST. No exceptions shall be made.

New Buildings: Must submit a letter of intent to the eTech Ohio office. The dates and specifics are outlined in the RFP, which is located on the eTech Ohio website, http://www.etech.ohio.gov/go/eett. In addition, the Commitment and Support Signature Page and Federal Assurances Page must be received by eTech Ohio by Friday, April 27, 2007, at 5:00 pm EST. 20. How can I use my funds?     Top
You must use the funds to select a tool set. The tool set budgets and specifics are outlined in the RFP. In addition, 25% of the total allocation must be spent on professional development. The remaining funds are to be used to carryout other activities consistent with the goals of the EETT project. The funds must be used to create and sustain a project that will ultimately improve student achievement, including technology literacy, of all students attending schools served by the LEA and improve the capacity of teachers teaching in schools served by the LEA to integrate technology effectively into curricula and instruction. Finally, the funded projects must also promote parental involvement, increase communication with parents and include a method of delivery to parents of information on technology used in the education of their children.

The award announcement is scheduled for July 2, 2007.
