There will be an IVDL Round 2 and Round 3 RFP. For Round 2, only public high schools will be eligible. For Round 3 all public K-12 schools will be eligible.

What is the total award for the project?

Funding for grants and project management totals $14.6 million. While this investment is substantial, it is insufficient to fund all eligible schools, therefore a competitive grant application process was developed to meet the requirements of the legislation.

Who is eligible to apply under this Request for Proposal?

All K-12 schools (local, city, joint vocational, and exempted village) are eligible to apply. Schools may apply as a consortium within a district or a consortium across multiple districts that have met the following criteria: 1. The district has wiring that meets the SchoolNet wiring program standards; 2. The district has applied for all four rounds of SchoolNet Plus and has completed the building, district and teacher AETA surveys; 3. The district has applied for ONEnet and has selected one of the seven ONEnet approved network models; 4. The school (making application) did not receive funding under IVDL Round 1 ("Pilot") project.

What is the deadline for application?

The IVDL Round 2 application deadline is November 3, 2000. The IVDL Round 3 application deadline is April 6, 2001.

Will awards be based on priorities?

Yes. Based on House Bill 282, funding will be awarded by priority, with highest priority given to schools in districts that are considered "low wealth" and do not have interactive video technologies. Priority 1 (Highest): Schools designated for this priority meet the following two conditions: 1. The school district is identified as targeted under this RFP and 2. The school does not have any interactive video technologies as defined above. Priority 2: Schools designated for this priority meet the following two conditions: 1. The school district is not deemed as targeted under this RFP and 2. The school does not have any interactive video technologies as defined above. Priority 3: Schools designated for this priority meet the following two conditions: 1. The school district is identified as targeted under this RFP and 2. The school has interactive video technologies through an Ohio SchoolNet Telecommunity implementation grant?even though the school may not be fully implemented (i.e. technology and connectivity), or through the use of district or other funds. Priority 4 (Lowest): Schools designated for this priority meet the following two conditions: 1. The school district is not deemed as targeted under this RFP and 2. The school has interactive video technologies through an Ohio SchoolNet Telecommunity implementation grant - even though the school may not be fully implemented (i.e. technology and connectivity), or through the use of district or other funds.

Can an individual school apply?

No. Only consortia of two or more schools within or across districts can apply. Individual school applications will not be accepted.

What are the award levels?

Award levels are based on priority levels. Each school may for funding not to exceed its award level. Priority 1 $80,000 per school Priority 2 $65,000 per school Priority 3 $50,000 per school Priority 4 $35,000 per school

Am I obligated to submit E-rate applications as a prerequisite of my application?

No. But if you become a grant recipient, you will be expected to submit E-rate applications on behalf of your school during the next round.

Yes. Ohio SchoolNet will be holding Round 2 Technical Assistance meetings in September, and October 2000 and Round 3 Technical Assistance meetings in January and February 2001 to go over the application process and answer questions in more detail. Notification of these meeting dates will be done through the IVLD listserv and a direct mailing to school district superintendents and high school principals.

When will my school know whether it has been awarded a grant?

All schools (including those schools receiving awards) will be notified by Ohio SchoolNet no later that 30 days after the submission deadline.

What contractual obligations is my school under if we are awarded a grant?

A IVDL "grant" is considered a "contract," whereby the Contractor is the school receiving the award from Ohio SchoolNet. Following the announcement of grant recipients, each school will be required to execute a Subsidy Grant Agreement between the Ohio SchoolNet Commission and the school. Language in the agreement will include the requirements for participation and strategies included in the RFP document.

Who retains the Rights to Data, Patents and Copyright?

The Ohio SchoolNet Commission shall have unrestricted authority to reproduce, distribute and use (in whole or in part) any reports, data or material prepared by the grant recipient pursuant to a grant award. No such documents or other materials produced(in whole or in part) with funds provided to the grant recipient shall be subject to copyright by the recipient in the United States or other country.

How long does the grant last?

The timeline was established with the goal that all grant recipients would be completely operation and have content ready for sharing in the 2001-2002 school year. Each grant recipient shall commit to the project for 24 months. The commitment shall begin from the date the Subsidy Grant Agreement is executed between all districts in the consortium and the Ohio SchoolNet Commission.

When can we expect to receive our equipment?

Equipment will be purchased after Subsidy Grant Agreements have been executed with each school. It is expected to take approximately 4-6 months to install ATM T-1 circuits and end-user interactive video.

Ohio SchoolNet will release a Request for Quotation (RFQ)to qualified vendors on State Term Schedules. All IVDL participating schools will be procuring equipment and other services through Ohio SchoolNet from these selected vendors.

I want to terminate my Ameritech ATM T-1 and switch to an AT&T ATM T-1. What do I need to do?

First, telephone Lou Pieper of DAS Telecommunications at 614-644-5204. Lou will assist by: analyzing your particular network needs, coordinate with your Data Acquisition Site (if applicable), and assist you in ordering an AT&T circuit through the Telecommunications Request System (TSR). Second, the organization that ordered the installation of the Ameritech circuit will have to place an order on the TSR system to disconnect the Ameritech ATM T-1. This should be done AFTER the AT&T circuit has been installed and is working in order to avoid a disruption in service.

What is the timeline for switchover and installation from one provider to the other?

AT&T is contracted to install ATM T-1 service within 29 days of receipt of the order. Disconnection of the Ameritech ATM T-1 usually takes a few days following receipt of the cancellation order. Ameritech works their "out orders" as time permits. However, billing should stop within a few days of the receipt of your "out order." Schools should not order out any existing service until they have firm and committed dates from AT&T and DAS.

When will AT&T service be made available?

Services will be available in mid-August. Prior to a school ordering a new circuit, the school must check with its DA-Site to ensure the DA-Sites ONEnet ATM switch is in place and operational. Currently, only SCOCA, NWOCA and ACCESS have these switches, however none of them are connected to the state cloud.

Is Ameritech lowering their monthly fees?

The monthly rate for an Ameritech ATM-T1 circuit purchased through the State of Ohio Network contract remains $625 per month.

What are the costs for AT&T services?

An AT&T ATM T-1 circuit (1.5Mbps) cost $475 per month to deliver video services only. There is no installation charge for this basic service. To enable this circuit to also provide data service costs an additional $12.60 and an installation charge of $500.00. DS-3 circuits cost $6,000 per month. Pricing for the service that allows the circuit to carry data as well as video (the PVC), will vary depending on the size and configuration of the PVC.

Do I have to have AT&T services to be eligible for ONEnet?

No. The standards for ONEnet participation are technical and not tied to a particular vendor. School districts must have ATM service at a T-1 or higher level to fully participate in ONEnet video, data, and (eventually) voice services. The eligible methods for connecting schools to ONEnet are fully explained in the ONEnet Ohio Project Brief and other documents found on the Ohio SchoolNet web site. The purpose of the AT&T ATM contract is to provide a less expensive, postalized rate for T-1 and DS-3 circuits for all Ohio schools.

What is the difference between AT&T services and Ameritech services?

The AT&T connection costs $150 per month less than Ameritech. AT&T does not charge for installation of a ATM T-1 circuit for video services. The state has a history of working with Ameritech, but not AT&T. AT&T, however, has been rated highly nationally for their ATM service.

Under the current contract, no advanced notice is required. You should only be billed for the number of days the circuit is active.

Existing IVDL schools still need to contact Ameritech for their video (equipment) problems, but can call the DAS help desk for all others. The State of Ohio Network Operations Center 1-800-644-0701 or 614-644-0701 will handle all calls for help.

These services are independent. Ameritech is paid for the ATM T-1 network connection. DAS is paid for video bridging, ISDN gateway, and scheduling services. In order to maintain DAS video bridge, ISDN gateway, and scheduling services, you would not terminate this service.
