Fiscal Year (FY) 1999 House Bill 215 as amended in House Bill 770 established the Interactive Video Distance Learning "Pilot" to provide grants to high schools so that students and educators could access information, expertise and experiences through interactive video technology to improve the learning process. With a $9.2 million budget, the Interactive Video Distance Learning Pilot, as administered by the Ohio SchoolNet Commission, awarded 125 schools grants through a competitive grant process.
For FY 2001, the Ohio General Assembly has committed $14.6 million to expand the $9.2 million so that additional high schools will be able to implement distance learning technologies.

Program Description

The Interactive Video Distance Learning Project (IVDL) seeks to bring new resources to Ohio's public high school classrooms through the use of interactive video technology and expand upon the local network infrastructure initially provided not only through the $95 million SchoolNet initiative, but also the ONEnet Ohio project, and the wide area network infrastructure through Asynchronous Transmission Mode (ATM) networking for video, voice, and data transmission.
Approximately 200 high schools were selected to participate in the Interactive Video Distance Learning Program and received up to $80,000 each. These funds were used by selected high schools to purchase the necessary technology and connectivity, to provide training to teachers and administrators, and to develop course content.
