Ohio has developed new content standards so that teachers, students and parents have a clearer understanding of what students should know and be able to do. Technology can be a valuable resource for developing instruction that leads to conceptual understanding of the standards. Research has shown that when applied to well-defined educational objectives and integrated into the curriculum by trained teachers, educational technology can enhance student achievement and the development of 21st century skills.
Technology Integration Pathways, (TIPs) provides information and resources to help districts plan and design professional development for the effective use and integration of technology based on student and teacher needs. TIPs trainings address these questions:
- What is high-quality professional development?
- How are professional development needs determined?
- How is technology integrated into the curriculum using content standards and teacher technology standards?
- How can we structure and create job-embedded professional development?
- How can we use integration and skill modules as resources for professional development?

Technology-related professional development for educators is a top priority for the State of Ohio and is one of Ohio SchoolNet's goals. In 1996, Ohio SchoolNet developed its Professional Development Matrix that outlined a developmental pathway from novice to expert. Since that time,
- The International Society of Education in Technology (ISTE) released new Teacher Technology Standards,
- Ohio developed new academic content standards.
- New technologies have emerged.
Ohio educational stakeholders including representatives from Ohio SchoolNet, Ohio Board of Regents, Ohio Department of Education, Educational Technology agencies, Ohio Resource Center, Special Education Regional Resource Centers, ORCLISH, Ohio colleges and school districts united to develop a framework aligned to the ISTE Technology Standards for Teachers and the new academic content standards. The new framework updates the original matrix by providing guidelines for skills and integration modules for the professional development of Ohio educators. The modules are designed to be used by instructors to provide technology integrated professional development.
